Development contributions

Section 7.12 Contributions

Section 7.12 (previously 94A) of the Environmental Planning & Assessment Act 1979 enables Council to seek contributions towards the provision, extension or augmentation of public facilities or toward recouping their costs.

A Section 7.12 contribution can be applied to development on any land in the Narrandera Shire to which to the Contributions Plan applies. Refer to Council's (PDF, 555KB)Section 7.12 Contributions Plan(PDF, 555KB) for further information.

Section 64 Water and Sewer Contributions

Section 64 contributions are levied under the Local Government Act 1993 towards water and sewer infrastructure.

Council levies contributions where the anticipated development will or is likely to increase the demand for water or sewer supply services. Generally, additional capacity is required in these supply systems to accommodate the increased demands, and the contributions levied by Council will provide for that capacity.

What types of development attract contributions?

Section 7.12 Contributions

A Section 7.12 contribution applies to some development proposals where the estimated cost of works exceeds $100,000. Details of the contribution rates, the method used to calculate them can be found in Council's Section 7.12 Contributions Plan(PDF, 555KB) .

Section 64 Contributions

Where additional demand is placed on its system as a result of additional development connecting the water supply and / or sewerage system, Council will levy a Section 64 contribution. This may include

  • Subdividing land
  • Erecting or extending commercial / industrial buildings
  • Erecting multiple residential dwelling units

 

How much are the contributions?

When must a development contribution be paid to Council?

In most instances, the payment of Section 7.12 contribution will be required as a condition of a development consent. For example, Section 7.12 contributions for subdivisions to be paid prior to issue of a subdivision certificate; contributions for building works to be paid prior to the issue of an occupation certificate; Section 64 contributions paid prior to the connection of the development to Council's reticulated water and sewerage system or issue of a subdivision certificate.

 

How does Council spend money raised from development contributions?

Monies collected under Section 7.12 Contributions are pooled and directed towards a works schedule included in the Contribution Plan.

Money collected under Section 64 contributions are pooled and directed towards ongoing development of council's reticulated water and sewerage system.
