Swimming pool compliance certificates
A Pool Certificate of Compliance is required when
Buying or selling a property
Your conveyancer should ensure one of the following is attached to the contract for the sale of land
- a valid Certificate of Compliance
- a Certificate of Non-Compliance
- a relevant Occupation Certificate
Renting a property
If you own a rental property with a pool, it's your responsibility to obtain a valid Certificate of Compliance before the residential tenancy agreement is entered into.
Operating tourist accommodation
While not mandatory, tourist accommodation and multi-unit premises with a swimming pool should obtain and renew their Certificate of Compliance every three years.
Quick facts
- A swimming pool must be registered on NSW Swimming Pool Register before a Certificate of Compliance can be issued.
- Only Council Officers and accredited pool certifiers are authorised to inspect and check if pools meet all the compliance standards.
- Certificates of Compliance / Occupation Certificates are valid for three years from the date of issue.
- If a Non-Compliance Certificate is issued, the owner has 90 days to undertake and fix all defective works. Council may take regulatory action by way of a Notice, Direction or Penalty Infringement Notice for failure to have the matters rectified within the 90-day period.
How can I apply for a Swimming Pool Compliance Certificate
A Swimming Pool Compliance Certificate (SPCC) cannot be issued unless your pool has been registered on the NSW State Government Register.
- It is free to check a registration or register a pool online www.swimmingpoolregister.nsw.gov.au
- A copy of the registration MUST accompany the attached application
- Incomplete applications will not be accepted
There are a number of ways that you can apply for a Swimming Pool Compliance Certificate, including:
- In person at Narrandera Shire Council’s Administration Building, 141 East Street, Narrandera
- Downloading and completing an application form and returning it to Council with payment
- Ask your conveyancing solicitor to lodge the application on your behalf.

How much do Swimming Pool Compliance Certificates cost?
The State government has set standard fees for inspections. Refer to the current Fees and Charges.
Additional inspection fees are charged, per inspection, if the pool is not compliant in the first instance and requires subsequent inspections.
Once the application form is lodged, along with any relevant documentation, and the fee paid at Council, a council staff member will contact the applicant, generally within a couple of days, to arrange an inspection.
How long does it take to action my application?
Council endeavours to process applications and conduct inspections within 10 working days of receipt of the application. This is subject to all required information being submitted with the application.
