PLANNING PROPOSAL - Re-Exhibition of draft Narrandera Local Environmental Plan 2012 - 07 November 2012 to 7 December 2012

Each Council in the State is currently preparing a new local environmental plan (LEP). This is a statutory plan which provides land use zones and permitted uses in those zones, and development controls relating to rural subdivision, heritage controls, environmental controls and the like. The LEP consists of a series of coloured zoning maps covering all areas of the Shire, and the written document.
There is a specific process required to prepare a draft local environmental plan, set out under the Environmental Planning and Assessment Act 1979 (EPA Act). A simplified version of the process is provided below.
Narrandera Shire has prepared a draft LEP which has been issued to NSW Government Agencies for comment. Following receipt of comments a workshop will be held with Shire Councillors to determine a final draft LEP which will be submitted to the NSW Department of Planning and Infrastructure. This submission, called a Planning Proposal, is assessed by the Department and results in the Council being granted permission to publicly exhibit the draft LEP document and maps, and any background information and reports prepared to inform the draft LEP contents and provisions.
Following public exhibition and discussion on the submissions from the community the draft LEP is revised and is issued to the Minister for Planning for making. When the final LEP is gazetted it becomes a formal planning instrument for the Shire, which can only usually be varied by a further planning proposal (rezoning).
Background studies and reports which inform the draft LEP
Narrandera Shire Council has chosen to carry out a comprehensive research program to inform the new LEP. The previous strategic planning work which underpinned the current 1991 based LEP was carried out in the late 1980's. Obviously many things have changed since then in the Shire, the region, Australia and the world (for example agricultural practices and holdings, Shire township and village population, the 10 year drought, technology, communication and the growth of regional centres such as Wagga and Griffith). The various back ground reports are attached and described below.
Shire Profile
The Shire Profile provides a social, economic and demographic analysis of the Shire and its urban areas of Narrandera, Barellan and Grong Grong. It provides a benchmark or snapshot of the people, environment and culture of the Shire at a particular time, and the statistics and analysis within underpins later research work for the LEP.

Housing Study
The Housing Study considers the key issues for provision of housing and land in the Narrandera township. It provides a community and household profile, an existing land and housing market profile (including social housing), the available land and housing potential, and the response to Housing Needs. The draft Housing Study was exhibited to the community during June/July 2011.

Villages Strategy
The Villages Strategy is current under preparation. The Strategy for Barellan and Grong Grong will consider housing and land vacancy, business uses, current and proposed Village zone boundaries, and ways to strengthen the Village for the future (including ideas generated from a community workshop at each Village). The draft Village Strategy is expected to be completed in mid August 2011 for presentation to the Council and then exhibition to the local community.

Rural Lands Study
The Rural Lands Study has been carried out by consultant Booth Associates of Griffith. Its primary purpose is to evaluate the present state of rural lands within the Shire and to make recommendations on the minimum lot size required for a dwelling in conjunction with various types of agricultural land use, including horticulture, broad acre irrigation and dryland farming. The Study includes analysis and consideration of rural planning and water policy, climate, trends in agriculture and primary production, historic and current land use, land capability, agricultural land suitability, a holdings analysis and the results of four separate rural landholder workshops in Barellan, Grong Grong, Sandigo and Narrandera.
The draft Rural Lands Study was presented to the Council at the July 2011 meeting and is on exhibition to the community during late July to mid August . The draft Study has also been presented to the NSW Department of Primary Industries for review and comment.

Business Centres Study
The Business Centres Study focuses primarily on the Narrandera township but also considers Barellan and Grong Grong.
The study has been carried out by two consultants (Matters More Economics Consultancy and Scenic Spectrums Pty Ltd) on behalf of the Council, and considers local retail and commercial expenditure, the primary and secondary trade areas of Narrandera, ways of bringing visitors into East Street from the Newell Highway, streetscape improvements to better present the town, and recommendations on strategies to boost Narrandera's regional profile and strengthen the towns trading performance. The draft Business Centres Strategy is being presented to the August 2011 meeting of the Council and is expected to be on public exhibition during August/September this year.

Environmental Lands Review
The Environmental Lands Review describes the physical landscape of the Shire, maps areas affected by salinity, maps areas of biodiversity (vegetation) value, maps wetlands, watercourses and riparian areas, maps bushfire and flood prone land and State Forests and Nature Reserves and lists Threatened Species. The review then explains how these various maps fit within the new LEP framework. The draft Environmental Lands Review is being presented to the August 2011 meeting of the Council and is expected to be on public exhibition during August/September this year.
Industrial Lands Review
The Industrial Lands Review covers issues such as the existing employment provided by industry, existing industrial lands and zones, proposed infrastructure upgrades, unhealthy building land, current land use masterplans, land vacancies, future industrial land needs and recommendations. The draft Industrial Lands Review is being presented to the August 2011 meeting of the Council and is expected to be on public exhibition during August/September this year.

Land Use Plan
The final land use plan for the Shire and urban areas is now complete. The land use plan incorporates aspects of all the above plans into a succinct, practical document for the layperson to understand and appreciate the future land use plans for the Shire.

Leeton Road and North Narrandera Masterplans
The Council has prepared the following documents as part of the current review of the Shire Local Environmental Plan:
Growth Masterplan for Leeton Road and North Narrandera
The Strategies are now on public exhibition until 4pm 20 October 2011. The documents will be available on Council's website and at the Council Chambers, the Narrandera library, the Golden Grain Cafe in Barellan and the Grong Grong General Store.
