Development Applications
Development Applications are submitted to council to obtain an approval for the use of land or buildings, the construction of buildings and structures and for the subdivision of land.
An applicant seeking approval is required to make an application that consists of completion of an application form and the submission of plans and details that fully describe the proposed use or work. The application is assessed based on criteria that is found in the Environmental Planning and Assessment Act and Regulations that apply within New South Wales. Where the application can be approved there will be conditions that an applicant must satisfy during the construction phase and during the occupation of the land or building. Application fees are payable and are based on the estimated cost of the development works.
Development Consent is needed for using land and buildings, constructing buildings, demolishing structures and subdividing land.
This applies to all zoned areas of the Shire (rural, industrial, town or village). There may be very minor exemptions where some types of developments do not need formal consent, such as carrying out most types of agriculture in a rural zone. The Narrandera Local Environment Plan 1991 sets out certain constraints. Enquires may be made of the Environmental Services Department to check particular requirements. Pre Lodgement meetings or discussions are encouraged so proposal and requirements can be discussed and the applicant can be informed about the likely outcome of an application. The submission of sufficient details about the proposal can expedite the consideration and advice that can be provided. A formal Development Application is the appropriate mechanism for an applicant to find out with certainty the conditions that a development will require. A single application can be submitted that could encompass a demolition, a future subdivision, and the erection of a building and its subsequent use. There can also be approvals required under the Local Government Act. The applicant can choose this course or seek consents and approvals at various stages.
